Basil Karlo was an actor pushed too far. Exposure to an experimental chemical destabilized his form, letting him concentrate to create whatever form he wanted from his own flesh. He no longer remembers his previous state.
Cryo pellets will keep him from changing form, and water keeps him forming at all. Keeping him contained and unable to harm others is the priority.
