Waylon Jones. He appeared in the sewers of Gotham within the past couple decades. He has enhanced defense due to his thick skin. He also possesses enhanced strength. While both of these factors make him appear, and act like an aquatic creature, he still requires air to breathe, he goes to sleep if deprived of air too long.
