Oswald Cobblepot, known in the underworld as Penguin. He has amassed a vast wealth in the Gotham underground. His primary place of business is the Iceburg Lounge. Rumors say he has a shark swimming under the lounge, to dispose of unwanted bodies. I have not confirmed these.
