One of the co-workers of Harleen Quinzel, Johnathan Crane was able to create a special toxin that forces the recipient to experience their greatest fears. In smaller doses this can make it so the subject is no longer fearful. In larger doses this can cause cardiac arrest.
As ScareCrow, he displays deeper understanding of both the other Villains of Gotham, and the members of the Bat Family though he has not yet identified anyone’s public identity.
Further research: The fear toxin can be modified to target, or even create specific fears. Possible use to make Aquaman fear water?
